SUMMARY
This amendment establishes a minimum state subsidy for school funding of 25% of the state average tuition. A municipality can qualify for a higher subsidy of 35% if between 33% and 40% of the children in that municipality qualify for free or reduced-price meals and a higher subsidy of 40% if more than 40% of the children in that municipality qualify for free or reduced-price meals.
The Department of Education is required to submit implementing legislation to the 124th Legislature.

Although this legislation will not impact the total state and local cost of funding K-12 public education, beginning in fiscal year 2008-09 it may affect the distribution of subsidy to local school administrative units with some units receiving more subsidy and some units receiving less subsidy. The impact to individual school administrative units can not be determined at this time.
