3C-RC = Complies, with Request: The
Notice of Intent complies with the Law. Commissioner has requested the
unit(s) continue exploration of options. DOE will assist these units in
facilitating further exploration to achieve the most effective and
sustainable partnerships for the region. |

4NR = Non-reciprocal: Not all units
listed in the proposed configuration filed the same proposal. Commissioner
cannot act on a Notice of Intent until reciprocal submissions are made by all
parties to the proposed RSU, so these Notices of Intent received "Does
Not Comply" responses. Once the SAUs submit the necessary reciprocal
proposals, the Department will consider that information and may find the SAU has complied with the law.
